I am scheduled to attend the March 4 commission work session where a
presentation of the light pollution problem will be given. Also, Waffle House
on GA 53 was added to this site with a failing lighting grade.

I attended the Dawson County Work Session for the proposed Sign Ordinance to
see if lighting restrictions can be put in. I asked that a stipulation should
be put in to require all sign lighting be installed at the top of the sign and
point downwards. There was some discussion on specifics of the requirement and
some of the county officials said that lighting will be addressed in the
proposed lighting ordinance and there shouldn't be any lighting verbage added.
Commissioner Roberts felt that the sign ordinance should have the restriction
in it in case the lighting ordinance takes a while to adopt. The issue was
tabled with the comment from Commissioner Roberts that there will be additional
discussion on the point.

I was contacted by Lynn Tully, Dawson County Planning Director and Robbie
Irvin, Code Enforcement Officer. They were inquiring about the problems with
Ekerd's and Mountain State Bank. They were confused about what Development
Guidelines infractions existed with those two businesses. We identified the
paragraph in the guidelines that stated that cutoff shields were
required on the new fixtures. Tulley and Irvin understood the problems and
were going to contact the businesses to see if the problems could be
rectified. We also discussed some of the problems of a light
pollution ordinance. The biggest problem Tully saw was in the enforcement
of a lighting ordinance. She asked that I investigate Cherokee County's
enforcement of their light pollution ordinance and find out what is happening
there. I have an inquiry into Tom Buchanan, the point of contact I have
for that county.

Eckerd Drugs installed their wallpack lighting on the exterior of their new
building. Guess what?? The fixtures were not full cutoff. The County
Commissioners and Planning Department were emailed informing them of the
infraction. We also asked about the status of Mountain State Bank.

I spoke during the county commission meeting. These things were discussed:

Informed the commission of this web site.

Informed the commission that Mountain State Bank was not in compliance with the
guidelines.

Inquired why the Sign Ordinance did not contain the revisions concerning
lighting, specifically, the requirement that signs must be top-lit. The
commission admitted the mistake and promised they would make the revision.
Commissioner Saling requested a work session to complete the changes to the
ordinance.

The commission finally admitted the need for an lighting ordinance. I was
asked to submit a revised lighting ordinance. I agreed I would
send the draft sent earlier. Chairman Roberts reminded that the
previous version that was sumbitted needed to have the restriction for
residential housing removed.

I asked when the development guidelines were going to be adopted
county-wide. Although I realized that since a lighting ordinance is
going to be drafted for the entire county, the guideline change would not be
necessary. I let this issue drop.
