Ruby Tuesday is not a shining example of the GA 400 Development Guidelines for lighting.  Their parking lot lights are missing the required light sheilds that will make them full-cutoff as required by the guidelines.  Besides their parking lot being too bright, they have a light pointed out towards GA 400, blinding drivers for no reason.  If Ruby Tuesday management would shut off the offending light fixtures when they are closed or put on the required light shields, they would receive a passing Lighting Grade.

This is what Ruby Tuesday looks like in the evening.  Notice the source of the blinding lights (A).  An automobile is slightly blurred towards the center of the picture.  Compare the headlights of the car to the brightness of the parking lot lights.  In fact, the lights are so bright, shadows are being cast by the automobiles.  A footcandle survey will be performed in the future which will document the brightness.

This is a closeup of some of the offending lights.  These are actually GOOD fixtures, however, they are installed incorrectly.  These lights should have been installed so they are pointing down 90 degrees.  Because of this, these are BAD lights.  The GA 400 Guidelines requires shielding on all directional lights to make them full-cutoff.  These lights do not have the required shields.  Another problem is the 2nd fixture in this photograph is pointing out to GA 400.  Since that area is a ditch, we have no idea what they are trying to illuminate.  The last problem is a little obvious....  they have 2 light poles within 20 feet of each other!!!  What needs that much light???

This photograph shows a GOOD light fixture, B in the first photograph.  Since the lights are pointing directly down and the bulb is completely shielded, there is no glare produced. 

This fixture is on the back side of Ruby Tuesday's. These wall pack fixtures are not allowed according to the GA 400 Development guidelines since they are not fully sheilded.  A properly shielded fixture should not allow the light source or its lens to be visible when viewed from the side.
