Kroger is a significant contributor to the Dawson County light pollution problem. This complex is occupied by more than Kroger and each should share in this evaluation.All of parking lot lights are not full cutoff which results in a significant amount of light tresspass. Also, their lights are relatively bright in comparison to a properly illuminated parking lot. The height of the poles results in significant glare being produced. Since Kroger is 24 hours, Dawson County never receives any relief from the illumination.  The good news about Kroger, however is that only the parking lot lights are the only lighting problem they have and do not incorporate any fascade lighting.

This close-up shows that this fixture is known as a "cutoff" fixture and not a "full-cutoff" fixture. A full-cutoff fixture does not have lens below the horizontal plane of the fixture.
